As far as I know, Cooper's Hawk only eat birds. You are just fortunate that (so far) you are not located in the home range for any nesting pairs.

Once again I will recommend the Van Ert trap. Between trapping and shooting I have determined trapping to be the most effective way to get rid of Starlings. I think Hawks are smarter just because they are predators and have they to be. They know where the Martins live and that they do the same thing when they leave in the morning and come in at dark. You could buy a Van Ert trap and erect it right next to your Martin housing. It's a live trap, so you could release anything that you catch unintentionally. Decoys work for hawk attacks, don't know about attracting new Martins. I have 6 decoys and use them at times but don't leave them up all season when the Martins are here.
